a The entry in the League of Nations (1920) and approval for the free trade agreement with the EEC (1972) are treated as amendments to the constitution.

b The refusal of a contribution to the International Development Association is regarded as a referendum on a treaty. The new rules for referendums on international questions, established in 1977, have not yet taken effect.
